Artificial isle to be built near Sochi The Krasnodar regional government approved the construction of a 155 billion ruble ($6.3 billion) artificial island off the coast of the Black Sea resort of Sochi, according to a statement released last week. A local government council concluded that the project, known as Federation Island, would have a "positive effect on the economy of Sochi and the region," developer M-Industria said Thursday.
Abu Dhabi-based Allied Business Consultants will fund the project, designed by Dutch architect Erick Van Egeraat. M-Industria heads a group of Russian and foreign companies with experience in building artificial islands in the United Arab Emirates, the Netherlands and Singapore. Federation Island is a 330 hectares artificial archipelago, located off the coast of Sochi, in the Russian Black Sea. The archipelago offers residences, hotels, cultural, leisure and recreational facilities. Federation Island will be built in the shape of Russia and reflects the country's major geographical features. The Russian river network is used as a reference for the island's waterways; the high mountains inspire the island relief. The Russia-shaped island is part of preparations to host the 2014 Winter Olympics in Sochi. Russia has committed more than $12 billion for the Winter Games. The developer plans to sign an agreement with the Krasnodar government and will start construction in the second quarter of this year. The island is due for completion in 2013. The Federation Council will discuss the law on Winter Olympics in Sochi The Federation Council or Russia is set to discuss the federal law on the organization and conduct of XXII Olympic Winter Games in Sochi. Profile committees recommended that the House approve the document. The Act defines specifics of advertising and trade activities during the games, simplified entry and exit of participants of the Games in Russia, the granting of land for the construction of sports facilities. The document contains provisions for seizure of land and other real estate property for the construction of Olympic facilities. urges changes to Sochi 2014 The environmental group Greenpeace urged the organizers of the 2014 Winter Olympics in Russia to move the planned construction venues and Olympic village because they could damage a unique natural site. Greenpeace said under current plans those venues for Sochi 2014, as well as associated tourism facilities, would be built in the protective belt of the Caucasus Nature Reserve, which is part of a protected UNESCO World Heritage site. UNESCO describes the Western Caucasus area as "one of the few large mountain areas of Europe that has not experienced significant human impact." Greenpeace Russia said: "We foresee a lot of problems that could be created if this construction starts." "We tried to explain to the government that the Olympic movement likes to be environmentally friendly, and those unique places will be destroyed with Olympic construction. That is not in line with the principles of the Olympic movement." It also raised concerns about the environmental impact of road construction, a planned hydroelectric power station, and the intensity of the work needed to build Sochi 2014 from scratch. A ream of legislative changes introduced over the past year had softened rules about national parks and the surrounding "buffer zone", and brought about boundary changes mainly to suit Sochi's Olympic bid. "It was impossible before the changes in legislation to construct anything like sports facilities or infrastructure on the territories of the national parks," he explained. Russian Economic Development and Trade Minister German Gref stressed that Sochi “should totally changes its old appearance and become a new, modern and convenient city for living of the European level, and a mountain climate resort”, and that the State Olympic Corporation will be created on the federal state unitary enterprise basis. billion needed to improve Sochi transport by 2014 Winter Olympics Over $7.3 billion will be needed to completely modernize the transport infrastructure of Sochi by 2014, when the Russian Black Sea resort will host the Winter Olympic Games, transport officials said. According to the Transport Ministry, infrastructure development will be funded through the 2006-2014 federal targeted program to develop Sochi, which has a $12 billion budget. With some 1.2 million people expected to travel to the city for the 2014 games, some flights will be redirected to nearby airports in Krasnodar, Rostov, Gelendzhik and Mineralnye Vody, which will have comfortable high-speed train links to Sochi, a project that will cost around $650 million. The Transport Ministry suggests that over $320 million should be earmarked for design and construction work on Sochi's port infrastructure, and additional $580 was needed for road construction in the city. The corporation will be formed in November-December this year and a new law, to be prepared by September, will regulate its activities. In accordance with the federal target-oriented program, during seven years the federal budget will transfer for these purposes 185.8 billion rubles, and the regional and municipal budgets - 9.2 billion rubles. Gref also said that practically all key personnel decisions have already been made. “I’d rather not name all the persons,” the official said adding that “all key personnel decisions in the state corporation and organizing committee have already been made.” The official also said that the draft Olympic law, necessary for hosting the 2014 Winter Olympic Games by Russia, would be considered at the government meeting in September.
